Frequently Asked Questions
What is an ORSA?
The Own Risk and Solvency Assessment is a regulatory requirement for licensed insurers under risk-based supervisory frameworks including Singapore's RBC2 framework. It requires the insurer to assess its overall solvency needs relative to its risk profile, business strategy and risk appetite, and to demonstrate that it holds adequate capital to support those risks.
How often must Singapore insurers complete an ORSA?
MAS requires licensed insurers to complete an ORSA at least annually and more frequently following material changes to the risk profile, business strategy or solvency position. The ORSA report is submitted to MAS as part of the insurer's regulatory reporting obligations.
What does MAS expect from an ORSA report?
MAS expects the ORSA to cover the insurer's risk profile and risk appetite, forward-looking solvency projections under base case and stress scenarios, and an assessment of capital adequacy relative to the insurer's own risk tolerance. The ORSA must demonstrate board engagement and ownership of the risk and solvency assessment process.
