Frequently Asked Questions
What is the RBC2 framework in Singapore?
Risk-Based Capital 2 (RBC2) is the capital adequacy regulatory framework for Singapore-licensed insurers, administered by MAS. It replaced the original RBC framework and introduced more risk-sensitive capital requirements aligned with international standards. Insurers must maintain Financial Resources at least equal to their Total Risk Requirement at all times.
Which insurers does RBC2 apply to?
RBC2 applies to all insurers licensed in Singapore under the Insurance Act, including life insurers, general insurers and composite insurers. The framework includes specific requirements calibrated to each business type and the insurer's risk profile.
What triggers an RBC2 regulatory intervention?
MAS may intervene when an insurer's capital adequacy ratio falls below the supervisory intervention levels set under RBC2. Insurers approaching these thresholds are expected to notify MAS and submit a capital restoration plan. Maintaining a capital buffer above the minimum is standard practice for licensed insurers.
